PayPal Payflow, also called Payflow Gateway, is a PayPal payment gateway that connects your website, shopping cart or virtual terminal to a merchant account at a supported processor. Payflow passes each transaction to that processor and returns the approval or decline to your checkout. Merchants use it for credit and debit cards, PayPal and PayPal Credit, along with authorizations, captures and voids.
PayPal Payflow is a payment gateway, not a merchant account. Payflow Pro routes transactions to a merchant account at a bank or processor PayPal supports, so you still need an approved merchant account to receive funds. AllayPay, a registered ISO/MSP of Fifth Third Bank, N.A., sets up the merchant account and connects it to Payflow.
Payflow Pro is PayPal’s API-based gateway for merchant-hosted or PayPal-hosted checkout, while Payflow Link is a legacy version that uses PayPal-hosted pages and is open only to existing users. Only Payflow Pro supports Transparent Redirect.
PayPal Payflow supports Visa, Mastercard, American Express, Discover, JCB and Diners Club credit and debit cards, as long as your processor accepts them. Payflow also handles Level 2 and Level 3 purchase cards, prepaid cards, foreign currencies, TeleCheck, PayPal Express Checkout and PayPal Credit. New Payflow accounts cannot add ACH, because PayPal no longer boards new Payflow ACH merchants.
Yes. PayPal Payflow accepts website payments through PayPal-hosted checkout pages or through your own checkout page connected to the Payflow APIs. PayPal strongly recommends hosted pages with a secure token for all Payflow checkout users, because card data stays on PayPal’s servers. Payflow Pro merchants who build their own checkout page must use Transparent Redirect.
Yes. PayPal Payflow integration is built into several shopping carts, including Adobe Commerce (formerly Magento), which includes a Payflow Pro payment method, and ShopSite, which supports Payflow Pro and Payflow Link. Custom websites and back-office systems connect through the Payflow SDK or the HTTPS interface. Plugin support for other carts varies, so confirm the plugin and its maintainer before you build.
Yes. PayPal Payflow accounts include a PayPal virtual terminal inside PayPal Manager, where staff key in card payments from any web browser. Administrators can manually process single or multiple credit card, purchase card and PayPal Express Checkout transactions. The Virtual Terminal handles phone, mail and fax orders and customer credits.
Yes. The Payflow Recurring Billing Service automatically charges customers’ credit or debit cards on a schedule you set, from weekly or every two weeks to monthly, quarterly or yearly. PayPal can retry a failed payment for up to 4 consecutive days, and you can set a profile to cancel automatically after a set number of failed payments. In the U.S., Recurring Billing is a paid add-on.
Yes. PayPal Payflow stores payment details through reference transactions, which PayPal lists as tokenization. You charge a returning customer by referencing the ID of an earlier transaction for up to 12 months instead of collecting the card again. Reference transactions are off by default, so an account administrator must enable them. Recurring Billing profiles also store payment information for scheduled charges.
Payflow hosted checkout pages are PCI-compliant payment templates hosted by PayPal. Layout C embeds the page in your website as an iFrame, while Layouts A and B display a full page. A secure token passes the order details to the hosted page, so customers enter card data on PayPal’s servers instead of yours. Hosted pages work with both Payflow Pro and Payflow Link.
Payflow Transparent Redirect lets Payflow Pro merchants design and host their own checkout page while card details post directly from the customer’s browser to PayPal’s gateway server. The payment data never passes through your web server, which shrinks the amount of card data your systems handle. Transparent Redirect is not available on Payflow Link.
Yes. Payflow merchants can add PayPal Express Checkout and PayPal Credit alongside card processing. Customers can pay with their PayPal balance, bank account or card without entering their details on your site. The Payflow Recurring Billing Service can also charge a PayPal account on a schedule once the customer has set up a billing agreement.
PayPal Payflow is available in the United States, Canada, Australia and New Zealand. AllayPay sets up merchant accounts for U.S. businesses only, so Payflow merchants in Canada, Australia or New Zealand need a provider in their own country. Payflow Link is a legacy product that remains available only to existing users.
PayPal’s Payflow developer documentation still lists Payflow Pro with sign-up links for the United States, Canada, Australia and New Zealand, and PayPal has published no end-of-life date. Payflow Link and Payflow ACH, however, are closed to new merchants. A PayPal Community moderator has described Payflow as a legacy integration, so confirm new-account availability with PayPal before you build a new Payflow integration.
No, not for new merchants. PayPal Payflow has an ACH payment service, but PayPal no longer boards new ACH accounts on Payflow, and only current Payflow ACH merchants can use it. If you need bank payments, AllayPay can help you set up ACH processing through a separate solution.
PayPal Payflow offers two Fraud Protection Services packages. The Basic package includes AVS, card security code, ZIP risk list and IP address velocity filters. The Advanced package is a paid add-on that adds filters such as email provider risk, geolocation failure, country risk lists, custom filters and good and bad lists. Payflow also supports 3D Secure through providers such as Cardinal Commerce.
Yes. PayPal adheres to the PCI Data Security Standard for Payflow, and its hosted pages, secure token and Transparent Redirect reduce the work of proving PCI compliance. PayPal states that merchants are still responsible for meeting the PCI standards that apply to their own payment environment.
Yes. PayPal Payflow supports voids and credits (refunds) through the Payflow APIs and in PayPal Manager. A void cancels a transaction that has not settled yet; after settlement, you issue a credit instead. The APIs also support authorizations and one delayed capture per authorization, and authorized PayPal Manager users can capture funds, void transactions and issue refunds.
Yes. PayPal provides the Payflow Gateway APIs, a Developer’s Guide, a Reporting Developer’s Guide, an XMLPay guide and the Payflow SDK. Developers can create a free test account to try an integration before going live. Reporting APIs can send transaction data into back-office software.
Yes. PayPal Payflow fits larger and B2B operations that need Level 2 and Level 3 purchase card data, custom API checkout, recurring billing, reference transactions and reporting APIs for back-office systems. Payflow also lets a business keep its own processor and merchant account instead of processing through PayPal.
Yes, if the merchant account is approved. PayPal’s Payflow Gateway Services Agreement does not list restricted business categories, so eligibility comes from the bank and processor that underwrite your merchant account. Adding PayPal Express Checkout or PayPal Credit is different, because PayPal’s Acceptable Use Policy prohibits or requires pre-approval for many business types. AllayPay specializes in high-risk industries and can connect an approved merchant account to Payflow.
PayPal Payflow Pro is billed as a gateway fee plus a per-transaction fee, with optional paid add-ons for Recurring Billing, Advanced Fraud Protection and Buyer Authentication+. Card processing rates are separate and come from the merchant account behind Payflow. Request a free quote from AllayPay to price your Payflow setup.
PayPal Payflow and Authorize.net are both payment gateways that connect your checkout to a separate merchant account, but they package features differently. Authorize.net includes recurring billing, its Advanced Fraud Detection Suite and Customer Information Manager, while Payflow offers Recurring Billing and Advanced Fraud Protection as optional add-ons. Payflow adds PayPal Express Checkout and PayPal Credit alongside cards, but PayPal no longer boards new Payflow ACH merchants. AllayPay offers Authorize.net, NMI and Fluid Pay directly.
AllayPay, Inc. is a Plantation, Florida merchant services provider that has operated since 2016 and serves more than 1,000 active merchants. AllayPay sets up the merchant account behind Payflow and provides a dedicated U.S.-based account manager and chargeback monitoring. AllayPay also offers Authorize.net, NMI and Fluid Pay if another gateway fits better.
To get started with PayPal Payflow through AllayPay, request a free quote and share your website, products, expected monthly volume and average ticket. AllayPay reviews the application, offers same-day approvals for many businesses and opens a U.S. merchant account. Your Payflow account is then set up with that merchant account’s processor details, and you choose hosted pages, Transparent Redirect, the virtual terminal or recurring billing.
